APPOINTMENT OF DIRECTORS

The Korle Bu Teaching Hospital invites applications from suitably qualified serving officers of the of the Korle Bu Teaching Hospital and sister agencies of the Ministry of Health for appointment of Directors to fill the under-listed vacancies:

GENERAL ELIGIBILITY CRITERIA
Management appointment is a fixed term engagement for a limited period of four (4) years subject to renewal based on agreed performance standards. Therefore, as a general requirement, applicants shall not be above the age of fifty-six (56) years by 1st January 2019.

POSITION SPECIFIC REQUIREMENTS

A1) DIRECTOR OF ADMINISTRATION

A1) Summary of job/function
The successful candidate shall, under the leadership and direction of the Chief Executive Officer be responsible for providing direction and advice in the efficient management of General Administration and Support Services within the Korle Bu Teaching Hospital

A2) Main Duties and Responsibilities
• Ensure that the hospital complies with appropriate legal regulatory requirements by leading in the development and implementation of national regulatory compliance documents (policies, legislations, etc.) as well as lead the development of KBTH specific documents (SOPs, guidelines etc.) and ensure their availability
• Develop the capacity of Central Administration and Sub BMCs, in the use of all regulatory compliance document
• Lead in the development and implementation of KBTH’s strategic and operational plans to include agreed upon objectives, performance indicators, targets and time lines
• Develop the skills and competencies of Sub BMC management teams in strategic plan development, implementation, monitoring and evaluation.
• Lead in the needs assessment of general administrative systems and practices, supply chain management, transport and security etc.
• Ensure planned preventive maintenance in relevant areas.
• Contribute to the planning of capital development projects.
• Contribute to the development and maintenance of a central database on health infrastructure, transport and medical equipment.
• Contribute to the disposal of obsolete equipment, plants and transport.
• Contribute to policy development, analysis and review in the Hospital
• Lead in the development of systems for monitoring and evaluation of transport management, general administration practices, and health projects across the Hospital.
• Lead in the systems for effective and efficient supply chain management
• Lead in the development of systems for monitoring and evaluation of procurement practices across the organisation
• Contribute to the implementation and evaluation of national health policies within the Hospital
• Contribute to the development of medium/Long term strategic plans for the Hospital
• Prepare annual reports and other reports on the Division.

A3) Job Requirements
Applicants must be experienced professional with strategic, interpersonal and analytical skills and a deep understanding and appreciation of the strategic and operational challenges of the hospital and the health sector, especially in the areas of general administration and support services. Applicants must also be performance driven and keen to achieving results and in addition possess: –
• At least a postgraduate qualification (Master’s Degree) in Health Service Administration, Management, Planning and/or Policy.
• Evidence of leadership and continuing professional development and training in general administrative and support services.
• At least fifteen (15) years’ experience in general administration and support services of which 5 years should have been at Senior Management level.
• Membership of relevant professional group/regulatory body would be an added advantage.

 

B) DIRECTOR, MEDICAL AFFAIRS

B1) Summary of job/function
To ensure the development of efficient and comprehensive delivery of clinical services in line with national and international standards.

B2) Main Duties and Responsibilities
• Coordinate and guide the development of short, medium and long-term plans and budgets for medical services in the Korle Bu Teaching Hospital
• Develop and implement systems to adhere to clinical governance and infection control systems consistent with national, bilateral and international expectations.
• Provide support, monitor and evaluate programs and projects in collaboration with the relevant medical colleges and other stakeholders with a view to promoting clinical care effectiveness and efficiency;
• Develop and implement systems for review of clinical care interventions, financing and resource (human and infrastructure) allocation strategies and its impact on access, quality and efficiency
• Lead in the development and management of clinical care information systems as a decision support system, made accessible to all departments and stakeholders for effective decision-making;
• Develop, and implement appropriate clinical care field programs and projects and ensure programs effectiveness and sustainability;
• Supervise the provision of technical support for diagnostic services
• Undertake periodic review of the activities of the medical services of the Korle Bu teaching Hospital and that of its programme implementation partners in the area of clinical care
• Ensure the design and application of support, monitoring and evaluation systems for purposes of assessing and improving the operational effectiveness medical services in the Korle Bu Teaching Hospital

B3) Job Requirements
• Fellow of relevant postgraduate Medical College and in good standing with the Medical and Dental Council.
• A minimum of seven (7) years post fellowship work experience in a reputable hospital
• At least a certificate in Hospital Management, Planning and Management or Public Administration

 

C1) DIRECTOR, NURSING AND MIDWIFERY SERVICES

C1) Summary of job/function
The successful candidate shall, under the leadership and direction of the Chief Executive be responsible for the provision of technical/expert advice in the delivery of quality Nursing and midwifery services in the Korle Bu Teaching Hospital

C2) Main Duties and Responsibilities
• Provide technical advice on nursing and midwifery matters to the Chief Executive.
• Be responsible for the provision of quality nursing and midwifery services in the Hospital
• Ensure the development of appropriate policies, guidelines and standards for the efficient provision of nursing and midwifery services in the Hospital.
• Advise on Human Resource matters relating to nursing care within the Hospital.
• Ensure the regular monitoring of standards of nursing and midwifery services within the Hospital
• Hold regular review meetings with nurse managers within the Hospital.
• Submit periodic and timely reports on nursing and midwifery activities within the Hospital to the Chief Executive.
• Establish and promote networks with local and other international nursing and midwifery organizations.
• Contribute to the development and implementation of strategic plans for nursing and midwifery services in the Hospital.
• Work in collaboration with other stakeholders in the health sector in the formulation of health sector reforms and policies.
• Provide technical advice on human resource issues relating to nursing and midwifery in the Hospital.
• Contribute to research and development activities in nursing and midwifery within the Hospital

C3) Job Requirements
• Nursing/Midwifery staff with postgraduate degree in a clinical specialty or nursing administration and in good standing with the Nursing and Midwifery Council of Ghana,
• Registered General Nurse (RGN) with Degree in Nursing or Equivalent, plus fifteen (15) years’ working experience at the level of Deputy Director of Nursing Services; and evidence of continuing professional development and training in Management
OR
• Registered General Nurse with Masters in Nursing or Equivalent, plus a minimum of 10 years’ working experience at the level of Principal Nursing Officer; and evidence of Continuing Professional development and training in Management
• At least a certificate in Hospital Management, Planning and Management or Public Administration.

 

D) DIRECTOR OF GENERAL SERVICES

D1) Summary of job/function
The successful candidate shall, under the leadership and direction of the Chief Executive be responsible for providing direction and advice in the efficient management of equipment, infrastructure and utilities for patient care services.

D2) Main Duties and Responsibilities
• Ensure high availability and functionality of medical and other equipment required to meet patient-care needs;
• Ensure high availability of functional infrastructure that meets patient-care needs;
• Ensure high availability of utilities (power water supply).
• Develop and implement an equipment development plan that is informed by current and future needs of care in the hospital and value for money (durable, reliable, appropriate).
• Develop and implement effective planned preventive maintenance schedule (signed service contracts with vendors, SOPs etc.)
• Strengthen the capacity of staff in the engineering department to effectively manage and maintain the equipment.
• Ensure the efficient use of funds for the maintenance of all equipment and their replacement
• Lead the review and finalization of an infrastructure development plan (master plan) for KBTH.
• Streamline projects (expansions, renovations, rehabilitations, refurbishments) in line with the infrastructural development plan of KBTH
• Manage dedicated funds for and ensure the regular maintenance of infrastructure
• Lead in the development and dissemination of procedures and guidelines on equipment, infrastructure and utilities for patient care needs
• Contribute to the disposal of obsolete biomedical equipment etc.
• Lead in the development of systems for monitoring and evaluation of equipment, infrastructure and utilities for effective patient care
• Contribute to the implementation and evaluation of national health policies within the Korle Bu Teaching Hospital
• Ensure constant availability of medical gas and LPG
• Collate capital plans, budgets on equipment, infrastructure etc. for the Hospital and prepare annual reports and other reports on the Department.

D3) Job Requirements
• MSc. /MA in Quantity Surveyor/Architecture/ Structural/civil/Electrical/Mechanical/Biomedical Engineering.
• Applicant must be a member of the Ghana Institute of Engineers.
• The applicant should have at least twelve (15) years working experience, five (5) years of which should be a post qualification experience and also in a senior management position.
• Evidence of leadership and continuing professional development and training in Project Management/Construction Management or other related Management field will be an added advantage.
• Must have hands on experience as well as advance knowledge in Computer skills and be an effective team player.
• The person should be able to complete at least one term in office before retirement.

 

E1) DIRECTOR OF HUMAN RESOURCES

E1) Summary of job/function
Provide direction and advice in the management of Human Resources in the Korle Bu Teaching Hospital

E2) Main Duties and Responsibilities
• Provide direction in the development and management of Human Resources in the Korle Bu teaching Hospital.
• Lead in the policy development, analysis and review in the area of Human Resources Development.
• Advise and provide technical and administrative support to the Chief Executive in the planning, recruitment, placement, development and management of human resources for the Korle Bu Teaching Hospital
• Lead in the development and maintenance of comprehensive Human Resources (HR) database for the Hospital.
• Prepare annual reports and other reports on HR as required by the Chief Executive.
• Lead in the monitoring and evaluation of HR.
• Lead in the preparation of budget for the HR.
• Contribute to the development of medium/Long term plans of the Hospital
• Lead in the development of in-service and post-basic training programmes.
• Contribute to the development of pre-service training programmes.
• Co-ordinate fellowship awards for staff.
• Lead in the development of incentives/welfare packages for staff.
• Lead in the development of guidelines and protocols on HR for the Hospital.

E3) Job Requirements
• Senior Health Professional and Membership with relevant professional body and postgraduate qualification Postgraduate qualification in Human Resources Management or Public Administration etc. (Masters or equivalent)
• A minimum of FIFTEEN (15) years working experience in Human Resource management and 5 years at senior management level.
• A broad knowledge base and experience of health sector human resources policies and operating procedures.
• Broad knowledge base and experience of HR management, administrative and operational issues
• Broad knowledge of staff policies and regulations in the Public Service
• Broad knowledge base of employment and labour legislation
• Knowledge and experience of quality assurance.
• Knowledge of coordinating and implementing Research and development programmes.
• Experience of service development

 

F) DIRECTOR OF PHARMACY

F1) Summary of job/function
To ensure the delivery of pharmaceutical services and provide technical advice on pharmaceutical matters in the Korle Bu Teaching Hospital. The successful candidate will have overall responsibility for medicines management and ensure the maintenance of pharmaceutical standards through monitoring, research, policy development and implementation within the Hospital.

F2) Main Duties and Responsibilities
• Provide pharmaceutical advice to the Chief Executive.
• Be responsible for the provision of good quality pharmaceutical services in the Hospital.
• Ensure that policies are developed for the effective and efficient provision of pharmaceutical services in the Hospital
• Advise on human resource matters relating to pharmacy practice within the Hospital.
• Ensure the regular monitoring of standards of pharmaceutical services within the Hospital
• Hold regular review meetings with Pharmacy Staff and Managers
• Ensure the promotion and monitoring of Rational Use of Medicines (RUM) within Hospital
• Ensure the establishment and effective functioning of Medicines and Therapeutic Committees at the various levels within the Hospital
• Submit periodic and timely reports on pharmaceutical activities within the Hospital to the Chief Executive
• Work in collaboration with other stakeholders in the health sector in the formulation of health sector reforms and policies.
• Provide technical advice for procurement of medicines and other pharmaceuticals within the Hospital
• Promote the establishment of Medicines Information Services within the Hospital
• Coordinate research and development activities in the provision of pharmaceutical services within the Hospital
• Contribute to the maintenance of an accurate database on pharmaceutical services in the Hospital
• Ensure preparation of plans and budgets for the pharmacy department
• Prepare and submit periodic reports on the pharmaceutical services at the national level.
• Identify and undertake any cost improvement measures as required.
• Promote a positive image for the Hospital
• Provide leadership and mentorship to inspire Pharmacists for future development.

F3) Job Requirements
• Fellow of relevant postgraduate Pharmacy College and in good standing with the Pharmacy Council of Ghana.
• A minimum of five (5) years post fellowship work experience in a reputable hospital
• At least a certificate in Hospital Management, Planning and Management or Public Administration

 

G) DIRECTOR OF FINANCE

G1) Summary of job/function
The Director of Finance shall be responsible for the functions of health financing are the mobilization, management and accountability of financial resources. This is to ensure that the required inputs for service delivery are available at all times at the most competitive prices. The desired outcome if this component is effectively and efficiently performing is represented by:
1 Liquidity: the ability to pay off short-term debt obligations,
2 Financial management: the degree of prudent financial management and
3 Budget management: the extent to which projected revenues and expenditure are achieved in line with the prepared budget.

G2) Main Duties and Responsibilities
• To ensure that Financial Records and Reports are prepared accurately and timely.
• Work in conjunction with stakeholdeers for preparation of budget estimates;
• Develop and promote mechanisms to Support and Monitor the Financial performance of all departments;
• To collate and prepare Periodic Financial reports for the Hospital;
• To ensure the timely transfer of GOG and external Donor Funds to all levels
• To provide Financial Management Information
• Develop and promote efficient and effective accounting systems within the Hospital
• To provide effective cost management systems and ensure the proper control and valuation of stocks held by the Ghana Health Service;
• Institute financial management policies, systems and controls to safeguard assets of the Service, assure accountability and promote efficiency;
• Assure the integrity, completeness and timeliness of financial data from all divisions and units;
• Undertake physical verification of stocks and accounts in any Unit of Hospital at any time.
• Responsible for Financial Information Management System Department

G3) Job Requirements
• Prospective candidate must be a Chartered Accountant with masters in financial management
• Must have a minimum experience with a minimum of fifteen (15) years related experience; five (5) years of which must be in a senior position.
• A broad knowledge base and experience of health sector policies and operating procedures.
• Knowledge and experience of quality assurance.
• Knowledge in coordinating and implementing Research and development programmes.
• Experience in Project financing, planning and appraisal
• Evidence of leadership and continuing professional development and training
